South Charleston, WV Seeks RFP for Cable TV Franchise Agreements

The City of South Charleston (“City”), West Virginia, hereby invites applications for any cable television franchise within the municipal boundaries of the City and requests proposals. Applicants must use the application form established by the West Virginia Public Service Commission and submit the applications with a non-refundable application fee of $250.00 payable to the City via check to Rick Atkinson, City Manager, 238 4th Avenue, South Charleston, WV 25303, who may also be contacted for further information at (304) 720-5985. All applications will be made available for public inspection during normal business hours at the 238 4th Avenue location. All applications must contain the information required by Section 2.9 of W.Va. Code St. R. § 150-26 and must be received by the City no later than 60 days from the date of final publication of this solicitation.

South Charleston is in the process of installing a fiber network in the city that will have direct access to the 6,500 households and 14,250 citizens.  The City will retain ownership of the fiber plant and the open conduits installed in the public right of ways.  The City’s Economic Development Authority will enter into non-exclusive agreements with users to provide TV, Internet and telephone services to the citizens over the City owned fiber or leasing the conduit to install a fiber plant.
